Street Lighting Project in St. Anthony East

Property owners on Madison Street and Spring Street Northeast petitioned Minneapolis Public Works in support of installing street level safety lighting on Madison St (from 3^rd Ave NE to Broadway St NE) and Spring St (from Madison St to Jefferson St). A public meeting will be held on Monday, January 23^rd, 2012, at 7:00 pm to explain the details and purpose of this proposed project and to answer any questions you may have. The meeting will be held at Logan Park Rec. Center (690 13^th Ave NE).

St. Anthony East Neighborhood Association identified increased safety street lighting as a neighborhood priority and, accordingly, allocated $30,000 of NRP funds to reduce the assessment cost of this neighborhood pilot project. Public Works will discuss details on the costs of the project at the January 23^rd meeting. Their preliminary estimates show an assessment cost of less than $100 per property each year. Similar lighting projects in Minneapolis have greatly improved the aesthetic appeal, level of safety, and community pride in the respective neighborhoods.

Also, studies from other Minneapolis neighborhoods indicate a direct correlation between increased street lighting and crime reduction. Additional research conducted in the United States, Australia, and the UK show strong evidence that increased street lighting leads to lower property crime rates and increased community pride.

This project cannot move forward without broad support from property owners in the affected area. After the initial meeting, Public Works will mail an official petition form to each owner of the affected properties for final approval. This petition must be signed and returned by at least 70% of property owners for the project to move forward.

SAENA invites individuals who are interested in shaping the future of St. Anthony East’s housing, business development, and land use to join our Neighborhood Master Plan Steering Committee.

What is a Neighborhood Master Plan?

A small area plan (aka neighborhood master plan) is a document that outlines a long-range vision of typically 15 to 20 years for land use and development in that area. The plan examines the current conditions of the area, develops a future vision of what residents and business representatives want the neighborhood or area to become and then formulates specific goals, objectives, and policies or projects to implement that vision.

A comprehensive plan is:

• a visioning document that serves as a guide for public and private growth and land development decisions within the City.

• a tool that addresses land use, transportation, housing, economic development, public services and facilities, environment, open space and parks, heritage preservation, arts and culture and urban design in the City.

• a guide for the City’s development so that it occurs in a coordinated, efficient, effective and sustainable manner in a way that balances opportunities and promotes a high quality of life for residents and visitors.

What Will I Do As A Steering Committee Member?

The steering committee may consist of residents, business owners, landlords, and other neighborhood stakeholders who will oversee the project from beginning to end. The committee will help determine priorities for the project, select a consulting firm to design the plan, advise on strategic and logistical matters, and report to both the SAENA Board of Directors and the St. Anthony East community on the plan as it develops.

Help Bring Classes Back to Webster School

What’s Happening to Webster School Next Year?

Webster closed as a K-8 school in 2006 and is now used primarily as administrative office space. However, these offices will be relocated to the new administrative headquarters in North Minneapolis next year, leaving Webster with very limited use. This month the Minneapolis Public School Board will vote on changes to K-8 schools in Northeast Minneapolis, in response to increased enrollment in Zone 1. Included in these proposed changes are two options that would add programs to Webster School in the St. Anthony East neighborhood. The School Board is interested in potentially making Webster School either an early childhood education center or a pre K-3 school. Either one of these options would make Webster a vibrant education center for children in our neighborhood.

What Can You Do?

The School Board is reviewing input from the community about their thoughts on the proposals. The amount of support shown by the community will impact the School Board’s decision. If you want to see more school programs offered at Webster, please call or write our Minneapolis Public School Board members to tell them you are in support of these options.

Suggested Talking Points:

Kids and parents in St. Anthony East would benefit from having a school in their own neighborhood
The building is in good condition and does not need major repairs for it to be ready for more programs
If nothing is done, Webster will become a large unused building in the neighborhood
Webster sits adjacent to a large park that provides abundant recreational opportunities for the children

The most important thing to stress is that you support a decision that brings more educational programs for kids to Webster School.

Community Meeting Tomorrow – Logan Park Recreation Center at 7pm

Join us Monday, Oct. 24th at Logan Park Rec. Center at 7:00 pm for a community meeting to discuss proposed changes at Webster School, future development of 807 Broadway St NE, and much more. As many of you know, Minneapolis Public Schools is vacating the building at 807 Broadway St NE next year. This building, which borders St. Anthony East, is an important asset to the community and they need your ideas on how the building should be developed, as they will begin accepting bids on the property in coming months. Also, the School Board is considering adding programs to Webster School (425 5th St NE), making it either a pre K-3 school or early childhood education center. Again, this is a great opportunity for our community to influence a decision that has a significant impact on the neighborhood. We will discuss these issues further tomorrow night. Webster School Update

Since May 2011, the Minneapolis Public Schools’ Enrollment Planning Team held several public meetings to receive input from the Northeast community about how to address increased enrollment in Zone 1 (which St. Anthony East is in). A number of ideas emerged from these community discussions. Among the many proposals, St. Anthony East has a particular interest in the proposed solutions that result in increased use of Webster School. Webster was closed as a K-8 school five years ago. The building currently houses MPS administrative offices and offers 2-3 different early childhood family education classes a week. However, the administrative offices at Webster will be relocated to the new MPS administrative building in North Minneapolis next year. This will leave the building with only limited use unless new programs are brought to the building. We believe Webster should play an important role in how the schools in Northeast Minneapolis are reconfigured in coming years.

An Enrollment Planning Team, charged with proposing enrollment solutions to the School Board, will submit their proposals on how to accommodate more K-8 students in our school district. Two ideas involving Webster School are included in the Enrollment Planning Team’s proposal. One proposal is to turn Webster into a pre K- Grade 3 school. A second potential use for Webster is to make it an early education center, complete with High Five, early childhood family education, and early childhood special education programs. Either one of these solutions would ensure that Webster School remain occupied, well-used, and a vibrant center of community activity in the St. Anthony East neighborhood.

Meeting Tonight to Discuss 807 Broadway NE Development

Logan Park Neighborhood Association is holding a community meeting tonight, Oct. 19th at 7pm at Logan Park Recreation Center to discuss the potential development of 807 Broadway NE. As many of you know, the Minneapolis Public School Board is vacating this building next year and moving to a new building in North Minneapolis. The future use of 807 Broadway St. NE is not yet determined. Since this building borders the St. Anthony East neighborhood, we feel it is important to have our input heard on what the neighborhood would like to see happen with the building.

Please attend this meeting tonight and become part of the discussion. This decision will have a significant impact on the surrounding area. Let’s make sure the decision reflects what the community wants and will benefit from. We realize this is a hot-button issue for some. However, tonight’s discussion will be low key and respectful as promised. Stayed tuned for more updates on this issue. We will post new information as it comes.

St. Anthony East Passes NRP Phase II Action Plan

The St. Anthony East neighborhood voted to approve a proposed NRP Phase II Neighborhood Action Plan on Monday night. This plan, which was developed through several years of planning and research, demonstrates how $362,535 will be used to revitalize the neighborhood. Due to a City Council decision to freeze a portion of Minneapolis neighborhoods’ Phase II funds, St. Anthony East will only have access to 66% ($239,335) of its original allocation. Here is the breakdown on how the funds will be used:

Housing- 70%

Crime and Safety- 13%

Land Use Development- 13%

Community Outreach- 4%

Clearly, improving the condition and safety of St. Anthony East’s housing is a top priority. A recent study released by the City of Minneapolis shows that housing in St. Anthony East was hit harder than the median Minneapolis neighborhood in the past five years, based on eight healthy housing indicators (e.g. decrease in property values, housing code violations. etc). Our two home improvement loan programs, the Revolving Loan and Last Resort Deferred Loan, can help combat some of these negative trends by providing affordable financing options for needed home repairs. (Stay tuned for more neighborhood housing updates)

Along with improving the housing stock, the Phase II Action Plan seeks to increase street level lighting, improve Community Commons Park, provide outreach to the community, and create a neighborhood master plan. The aggregate impact of these projects will help St. Anthony East develop both its physical condition and community strength. We will look to the neighborhood’s residents, business owners, landlords, and other stakeholders to help carry out these initiatives.
